I would also like to see that. Better still, that and a self-healing distributed network of servers so the spammers don't have a single direct target.

I do not see a financial advantage for the backbone providers so I doubt we will see such a venture.

don't you think the so-called "blue security scandal" has showed how impotent (if not accomplices) those backbone operators are ? this could have "financial impact".

I agree it shows how vulnerable they are, but I am not sure the story was big enough for enough people to realize the significance of the problem or the subtle yet real culpability which exists on the part of the backbone providers, be it tacit or conspiratorial.
