May I suggest to change that into:
Propose and consult
This forum is to consult about proposals and ideas that might arise, which will be put to a vote.
Please, for the best of the community, read the instruction thread BEFORE you post a new topic, and a comment to an existing one.

Consultation has a much more positive meaning than discussion and debate, and is more in tone with the nature of this site.
And thank you for your prompt action in giving us this tool.
