i was wondering if there are any tools out there to change MDE to MDB? Someone designed this database and left i can't design any new forms or reports? any help please.

I have never tried this, but this link has two methods. One is a commercial product.

i tried the free version but the file is corrupted it doesn't work. any other suggestions...

You can check:
http://www.everythingaccess.com/mdeunlocker_faqs.htm
but in general it's best to rewrite such a database or ask the original developer for the .mdb
