Rubyonrails is just not that popular at the moment so a section has not been devoted to it. If you have any questions regarding it please post in the 'General Web Dev' once enough questions on that topic are accumulated those questions will be moved to a dedicated forum. As for the general opinion on the subject I can not say since I have not used it.
